कोविड 19 वैक्सीन पर निबंध –
Introduction :
भारत सरकार ने एस्ट्रा-ज़ेनेका और भारत बायोटेक द्वारा विकसित कोविशिल्ड और कोवाक्सिन नाम के कोविड -19 टीकों को मंजूरी दे दी है। इसे देखते हुए हमारे पीएम मोदी जी ने 16 जनवरी, 2021 को कोविड -19 टीकाकरण अभियान की शुरुआत की, जो हर साल लाखों लोगों की जान बचा सकता है। यह पूरे देश में लागू होने वाला दुनिया का सबसे बड़ा टीकाकरण कार्यक्रम है। इस कार्यक्रम के शुभारंभ के दौरान सभी राज्यों और केंद्र शासित प्रदेशों में इसके लिए कुल 3006 टीकाकरण केंद्र बनाए गए हैं । हालाँकि भारत में सम्पूर्ण रूप से टीकाकरण करने की आवश्यकता नहीं है, लेकिन इसके लिए कम से कम 30 से 40% लोगों का टीकाकरण करने की आवस्यकता होगी ।
- वैक्सीन हमारे शरीर को किसी बीमारी, वायरस या संक्रमण से लड़ने के लिए तैयार करती है. वैक्सीन में किसी जीव के कुछ कमज़ोर या निष्क्रिय अंश होते हैं जो बीमारी का कारण बनते हैं. ये शरीर के ‘इम्यून सिस्टम’ यानी प्रतिरक्षा प्रणाली को संक्रमण की पहचान करने के लिए प्रेरित करते हैं और उनके ख़िलाफ़ शरीर में एंटीबॉडी बनाते हैं जो बाहरी हमले से लड़ने में हमारे शरीर की मदद करती हैं.
- वैक्सीन लगने का नकारात्मक असर कम ही लोगों पर होता है, लेकिन कुछ लोगों को इसके साइड इफ़ेक्ट्स का सामना करना पड़ सकता है. हल्का बुख़ार या ख़ारिश होना, इससे सामान्य दुष्प्रभाव हैं. वैक्सीन लगने के कुछ वक़्त बाद ही हम उस बीमारी से लड़ने की इम्यूनिटी विकसित कर लेते हैं.
- अमेरिका के सेंटर ऑफ़ डिज़ीज़ कंट्रोल एंड प्रिवेंशन (सीडीसी) का कहना है कि वैक्सीन बहुत ज़्यादा शक्तिशाली होती हैं क्योंकि ये अधिकांश दवाओं के विपरीत, किसी बीमारी का इलाज नहीं करतीं, बल्कि उन्हें होने से रोकती हैं.
- भारत में दो टीके तैयार किए गए हैं. एक का नाम है कोविशील्ड जिसे एस्ट्राज़ेनेका और ऑक्सफ़र्ड यूनिवर्सिटी के वैज्ञानिकों ने तैयार किया और सीरम इंस्टीट्यूट ऑफ़ इंडिया ने इसका उत्पादन किया और दूसरा टीका है भारतीय कंपनी भारत बायोटेक द्वारा बनाया गया कोवैक्सीन.
- रूस ने अपनी ही कोरोना वैक्सीन तैयार की है जिसका नाम है ‘स्पूतनिक-V’ और इसे वायरस के वर्ज़न में थोड़ बदलाव लाकर तैयार किया गया. इस वैक्सीन को भारत में इस्तेमाल की अनुमति मिल चुकी है. मॉडर्ना वैक्सीन को भी भारत में इस्तेमाल की मंज़ूरी मिल चुकी है.
- विश्व स्वास्थ्य संगठन का अनुमान है कि संक्रमण को रोकने के लिए कम से कम 65-70 प्रतिशत लोगों को वैक्सीन लगानी होगी, जिसका मतलब है कि ज़्यादा से ज़्यादा लोगों को टीका लगवाने के लिए प्रेरित करना होगा.
- कोरोना वायरस महामारी ने दुनिया भर में न सिर्फ करोड़ों लोगों की सेहत को प्रभाव किया है बल्कि समाज के सभी वर्गों में डिप्रेशन, तनाव का कारण भी बनी है. कोविड वैक्सीन लगवाने से एक स्पष्ट और आश्चर्यजनक फायदा मिलता है. ये आपको गंभीर रूप से बीमारी या वायरस की चपेट में आने पर मौत से बचाती है ये अपने आप में खुद हैरतअंगज फायदा है.
- शोधकर्ताओं का कहना है कि टीकाकरण करानेवाले लोगों को मानसिक स्वास्थ्य मेंमहत्वपूर्ण सुधार का भी अनुभव हो सकता है. यूनिवर्सिटी ऑफ साउदर्न यूनिवर्सिटी के शोधकर्ताओं ने कहा कि वैक्सीन संभावित तौर पर मानसिक स्वास्थ्य को फायदा पहुंचा सकती है.
- प्लोस पत्रिका में प्रकाशित रिसर्च का मकसद ये मूल्यांकन करना था कि वैक्सीन का पहला डोज लगवाने से मानसिक परेशानी में कम समय के लिए क्या प्रभाव पड़ते हैं.
- शोधकर्ताओं ने 8 हजार व्यस्को के मानसिक स्वास्थ्य का विश्लेषण रिसर्च के तौर पर 1 मार्च 2020 और 31 मार्च 2021 के बीच किया. रिसर्च में टीकाकरण से संक्षिप्त समय के लिए सीधे प्रभाव का खुलासा हुआ.
- महत्वपूर्ण बात ये है कि रिसर्च ने टीकाकरण कराने के सरकारात्मक प्रभाव में इजाफा किया. शोधकर्ताओं ने बताया कि हम प्रमाणित करते हैं कि कैसे दिमागी सेहत की परेशानी टीकाकरण करानेवाले और वैक्सीन नहीं लगवानेवालों के बीच अलग हो गई. आर्थिक अनिश्चितता और कोविड-19 से जुड़ी सेहत के जोखिम के बीच तुलना करने पर हमें दिमागी सेहत पर टीकाकरण के कम समय के प्रभाव मालूम हुए.
- कोविड-19 वैक्सीन से स्वास्थ्य के जोखिम को कम करने, आर्थिक और सामाजिक नतीजे सुधारने की उम्मीद की जाती है, जिसके बाद दिमागी सेहत के लिए संभावित लाभ होंगे. डॉक्टर एचके महाजन ने कहा, “कोरोना महामारी ने रोजगार, आय और सेहत समेत लोगों की जिंदगी के कई पहलुओं को प्रभावित किया है.
- इस वायरल बीमारी के मानसिक पहलू मनोवैज्ञानिक तनाव, चिंता, डिप्रेशन, सामाजिक अलगाव और खुदकुशी के विचार तक सीमित नहीं हैं.” उन्होंने आगे बताया, “बड़े पैमाने पर टीकाकरण ने हर्ड इम्यूनिटी बढ़ाने, लोगों के बीच चिंता कम करने में बड़ा योगदान दिया.
- उसने आजीविका गंवाने वालों की दोबारा रोजगार के पहलू को भी बढ़ाया.
- टीकाकरण के गंभीर संक्रमण से सुरक्षा पर जागरुकता फैलने से लोग कोरोना से पहले की स्थिति में धीरे-धीरे लौट रहे हैं. इस तरह ये दिमागी सेहत के मुद्दे जैसे चिंता, डिप्रेशन दूर करने में मदद कर रहा है.”
Conclusion :
वैक्सीन को चरणबद्ध तरीके से लोगो को उपलब्ध कराया जाएगा। इसके पहले चरण में, सरकारी और निजी दोनों क्षेत्रों में डॉक्टर, नर्स और अन्य चिकित्सा कर्मचारियों एवं स्वास्थ्य कर्मियों का टीकारण किया जाएगा। क्योंकि वे उन लोगों के निकट संपर्क में होते हैं जो कोविड -19 से संक्रमित हैं। फिर इसे पुलिस, सशस्त्र बलों, नगरपालिका कर्मचारियों और अन्य विभागीय कर्मचारियों को प्रदान किया जाएगा। तीसरे चरण में, 50 वर्ष से अधिक आयु के लोग और वे लोग जिन्हें मधुमेह, उच्च रक्तचाप है या जिन्होंने अंग प्रत्यारोपण कराया है, ऐसे लोगो का टीकाकरण किया जाएगा। उसके बाद, स्वस्थ वयस्कों, किशोरों और बच्चों का टीकाकरण किया जाएगा।
केंद्र सरकार स्वास्थ्यकर्मियों और अग्रिम कर्मियों पर टीकाकरण का खर्च खुद से वहन करेगी । टीकाकरण की प्रक्रिया को आसान बनाने के लिए, सरकार ने CoWIN नामक एक एप्लिकेशन भी विकसित की है, जो कोविड -19 वैक्सीन लाभार्थियों के लिए वैक्सीन स्टॉक, भंडारण और व्यक्तिगत ट्रैकिंग की सम्पूर्ण जानकारी प्रदान करने में मददगार साबित हो रही है। कोविड -19 के लिए टीकाकरण भारत में स्वैच्छिक है। यह लोगों को इस बीमारी से बचाने का एक सुरक्षित और प्रभावी तरीका है। टीके हमारे शरीर की प्रतिरक्षा प्रणाली के साथ काम करके बीमारियों के जोखिम को कम करते हैं।
कोरोना महामारी में जीवन
Introduction :
कोरोना महामारी ने हमारे दैनिक जीवन को पूरी बदल कर रख दिया है। इस महामारी के कारण लाखो लोग बुरी तरह से प्रभावित हुए है, जो या तो बीमार हैं या इस बीमारी के फैलने के कारण मारे जा रहे हैं। इस वायरल संक्रमण के सबसे आम लक्षण बुखार, सर्दी, खांसी, हड्डियों में दर्द और सांस लेने में समस्या है। यह, पहली बार लोगों को प्रभावित करने वाला एक नया वायरल रोग होने के कारण, अभी तक इसकी वैक्सीन उपलब्ध नहीं हो सकी हैं। इसलिए अतिरिक्त सावधानी बरतने पर जोर दिया जाना बहुत जरुरी है, जैसे कि स्वच्छता, नियमित रूप से हाथ धोना, सामाजिक दूरी और मास्क पहनना आदि।
विभिन्न उद्योग और व्यापारिक क्षेत्र इस महामारी के कारण प्रभावित हुए हैं जिनमें फार्मास्यूटिकल्स उद्योग, बिजली क्षेत्र और पर्यटन शामिल हैं। यह वायरस नागरिकों के दैनिक जीवन के साथ-साथ वैश्विक अर्थव्यवस्था पर भी भारी प्रभाव डाल रहा है।
एक देश से दूसरे देश की यात्रा करने पर प्रतिबंध है। यात्रा के दौरान, कोरोना मामलों की संख्या बढ़ते हुए देखी गयी है जब परीक्षण किया गया, खासकर जब वे अंतरराष्ट्रीय दौरे से लौट रहे हों।
- कोरोना वायरस ने भारत की शिक्षा को प्रभावित किया है। फिलहाल मार्च महीने से लॉकडाउन की वजह से विद्यालय बंद कर दिए गए है। सरकार ने अस्थायी रूप से स्कूलों और कॉलेजों को बंद कर दिया।
- शिक्षा क्षेत्रों के लिए महत्वपूर्ण समय है क्यों कि इस अवधि के दौरान प्रतियोगी परीक्षाओं के प्रवेश परीक्षा आयोजित की जाती है। इसके साथ बोर्ड परीक्षाओं और नर्सरी स्कूल प्रवेश इत्यादि सब रुक गए है।
- शिक्षा संस्थानों के बंद होने का कारण दुनिया भर में लगभग 600 मिलियन शिक्षार्थियों को प्रभावित करने की आशंका जातायी जा रही है।
- ऑनलाइन क्लासेस के ज़रिये विद्यार्थी इस प्रकार के अनोखे शिक्षा प्रणाली को समझ पाए है। लॉकडाउन के दुष्प्रभाव को ऑनलाइन शिक्षा पद्धति से कम कर दिया है।
- केंद्र सरकार ने शिक्षा प्रणाली को विकसित करने हेतु पहले साल की तुलना में इस साल व्यय अधिक किया है ताकि कोरोना संकटकाल के नकारात्मक प्रभाव शिक्षा पर न पड़े। सीबीएसई ने विशेष टोल फ्री नंबर लागू किया है जिसके माध्यम से विद्यार्थी घर पर रहकर अधिकारयों से मदद ले सकते है।
- बारहवीं कक्षा के विषय संबंधित पुस्तकें ऑनलाइन जारी की गयी है ताकि बच्चो की शिक्षा में बिलकुल बाधा न आये।
- लॉक डाउन में कुछ बच्चे शिक्षा को लेकर ज़्यादा गंभीर नहीं रहे, वह सोशल मीडिया में चैट मोबाइल में गेम्स खेलते है और अपने कीमती समय को बर्बाद कर रहे थे।
- अभी माता -पिता की यह जिम्मेदारी है कि लॉकडाउन में भी बच्चे घर पर अनुशासन का पालन करे और ऑनलाइन शिक्षा को गम्भीरतापूर्वक ले और खाली समय में ऑनलाइन एनिमेटेड शिक्षा संबंधित वीडियोस और विभिन्न ऑनलाइन वर्कशीट्स के प्रश्नो को हल करें।
- कोविड-19 की महामारी ने आज समूचे विश्व की अर्थव्यवस्था, शैक्षिक व्यवस्था तथा सामाजिक स्तर को अत्यंत प्रभावित किया है।
- कोरोना वायरस ने पुरे विश्व केशक्तिशाली देशों को घुटनो पर लाकर रख दिया है। सारे देश मिलकर कोरोना वायरस से मुक्ति पाने में जुटी है और डॉक्टर्स ,नर्सेज एकजुट होकर लड़ रहे है। उनकी जितनी भी सराहना की जाए कम होगी।
- नरेंद्र मोदी जी ने कोरोना वायरस से लड़ने के लिए कठोर कदम उठाये है जो हमारे देश की भलाई के लिए है और हम सभी को एक भारतीय होने के नाते इस कठोर समय में उनका साथ देना चाहिए ताकि हम देश को रोगमुक्त कर सके। ऐसा करने पर जल्द ही ज़िन्दगी फिर से वापस पटरी पर आ जाएगी। कोरोना वायरस के खिलाफ यह महायुद्ध तब तक जारी रहेगा जब तक हम इस वायरस को जड़ से ख़त्म ने करे।
- एयरपोर्ट पर यात्रियों की स्क्रीनिंग हो या फिर लैब में लोगों की जांच, सरकार ने कोरोना वायरस से निपटने के लिए कई तरह की तैयारी की है। इसके अलावा किसी भी तरह की अफवाह से बचने, खुद की सुरक्षा के लिए कुछ निर्देश जारी किए हैं जिससे कि कोरोना वायरस से निपटा जा सकता है।
- कोरोनावायरस से बचाव के लिए वर्तमान में कोवैक्सीन तथा कोवीशील्ड नामक दो टीके लगाए जाना शुरू हो चुके है। एक्सपर्ट्स के अनुसार दोनों ही टीके सुरक्षित है। इस वैक्सीन की दो डोज निश्चित समय के अंतराल पर दी जाती है। अभी यह वैक्सीन आयु के अनुसार देश में लगाई जा रही है।
Conclusion :
लॉकडाउन ने प्रवासी श्रमिकों को भी प्रभावित किया है, जिनमें से कई उद्योगों को बंद करने के कारण अपनी नौकरी खो चुके हैं और सरकार ने प्रवासियों के लिए राहत उपायों की घोषणा भी की ताकि वे अपने अपने घर वापस लौट सके। सभी सरकारें, स्वास्थ्य संगठन और अन्य प्राधिकरण लगातार कोरोना से प्रभावित मामलों की पहचान करने पर ध्यान केंद्रित कर रहे हैं। डॉक्टर और सम्बंधित अधिकारी इन दिनों स्वास्थ्य सेवा की गुणवत्ता को बनाए रखने में बहुत कठिनाइयों का सामना कर रहे हैं।
कोरोना वायरस का वैश्विक अर्थव्यवस्था पर प्रभाव
Introduction :
कोरोनावायरस (COVID-19) एक संक्रामक रोग है जो कोरोनावायरस के कारण होता है। इसकी शुरुआत पहली बार दिसंबर 2019 में चीन के वुहान शहर से हुई। डब्ल्यूएचओ ने 30 जनवरी को कोरोनवायरस को अंतरराष्ट्रीय चिंता का सार्वजनिक स्वास्थ्य आपातकाल घोषित किया है। कोरोनावायरस न केवल लोगों के स्वास्थ्य को प्रभावित कर रहा है बल्कि दुनिया के सभी देशों की अर्थव्यवस्थाओं को भी प्रभावित कर रहा है।
विश्व व्यापार संगठन के अनुसार, व्यापार के मामले में, चीन दुनिया का सबसे बड़ा निर्यातक और दूसरा सबसे बड़ा आयातक है। विश्व के निर्यात का 13% और आयात का 11% केवल चीन से होता है। दुनिया के कई उद्योग अपने कच्चे माल के लिए चीन पर निर्भर हैं। पुरे विश्व में खरीदी जाने वाली लगभग एक तिहाई मशीनरी चीन से आती है, इसलिए कोरोनवायरस ने वैश्विक आपूर्ति पर प्रतिकूल प्रभाव डाला है।
चीन में कई कारखाने अब बंद हो गए हैं, निर्भर कंपनियों के लिए उत्पादन भी बंद हो गया है। उत्पादन में मंदी के कारण खपत में भी गिरावट आई है और इस तरह से दुनिया की अर्थव्यवस्थाओं पर असर पड़ रहा है। कोरोनोवायरस फैलने के कारण लोगों की आवाजाही पर प्रतिबंध के कारण पर्यटन उद्योग को भी भारी नुकसान उठाना पड़ रहा है।
कोरोना वायरस का आयात पर प्रभाव
- इस वायरस से हवाई यात्रा, शेयर बाज़ार, वैश्विक आपूर्ति शृंखलाओं सहित लगभग सभी क्षेत्र प्रभावित हो रहे हैं।
- यह वायरस अमेरिकी अर्थव्यवस्था को बुरी तरह प्रभावित कर सकता है, जबकि इसके कारण चीनी अर्थव्यवस्था पहले से ही मुश्किल स्थिति में है।
- इन दो अर्थव्यवस्थाओं, जिन्हें वैश्विक आर्थिक इंजन के रूप में जाना जाता है, संपूर्ण वैश्विक अर्थव्यवस्था में सुस्ती तथा आगे जाकर मंदी का कारण बन सकता है।
- निवेशकों के बाज़ारों से बाहर निकलने के कारण शेयर बाज़ार सूचकांक में लगातार गिरावट आई है। लोग बड़ी राशि को अपेक्षाकृत सुरक्षित क्षेत्र यथा- ‘सरकारी बाॅण्ड’ में लगा रहे हैं जिससे कीमतों में तेज़ी तथा उत्पादकता में कमी देखी गई है।
- अमेरिकी बाज़ार में वर्ष 2008 के वैश्विक वित्तीय संकट के बाद सबसे खराब अनुभव हाल ही में कोरोना वायरस के कारण महसूस किया गया, ध्यातव्य है कि अमेरिकी बाज़ार में 12% से अधिक की गिरावट आई है।
- यहाँ ध्यान देने योग्य तथ्य यह है कि जो निवेशक ऐसे संकट के समय सामान्यत: स्वर्ण में निवेश करते हैं, इस संकट के समय उन्होंने इसका भी बहिष्कार कर दिया जिससे सोने की कीमतों में गिरावट देखी गई, तथा लोगों ने सरकारी गारंटी युक्त ‘ट्रेज़री बिल’ (Treasury Bills) में अधिक निवेश करना उचित समझा।
- Apple, Nvidia, Adidas जैसी कंपनियाँ इससे अधिक प्रभावित हो सकती हैं क्योंकि ये चीन के आपूर्तिकर्त्ताओं पर निर्भर हैं, इन्हें भविष्य में बाधाओं का सामना करना पड़ सकता है।
भारत की अर्थव्यवस्था पर नकारात्मक प्रभाव
- भारत जब अर्थव्यवस्था को पुन: पटरी पर लाने की कोशिश कर रहा है, ऐसे समय में इस वायरस का केवल सतही प्रभाव नहीं पड़ेगा तथा ऐसे कठिन समय में समस्या का समाधान मात्र ‘एयर लिफ्टिंग’ से संभव नहीं है।
- यह समस्या न केवल आपूर्ति शृंखला को प्रभावित करेगी, अपितु यह भारत के फार्मास्यूटिकल, इलेक्ट्रॉनिक, ऑटोमोबाइल जैसे उद्योगों को गंभीर रूप से प्रभावित करेगी।
- निर्यात, जिसे अर्थव्यवस्था के विकास का इंजन माना जाता है, इसमें वैश्विक मंदी की स्थिति में और गिरावट देखी जा सकती है, साथ ही निवेश में भी गिरावट आ सकती है।
- भारतीय कंपनियाँ चीन आधारित ‘वैश्विक आपूर्ति शृंखला’ में शामिल प्रमुख भागीदार नहीं हैं, अत: भारतीय कंपनियाँ इससे अधिक प्रभावित नहीं होंगी।
- दूसरा, कच्चे तेल की कीमतों में गिरावट आ रही है, जो कि वृहद् अर्थव्यवस्था और उच्च मुद्रास्फीति के चलते अच्छी खबर है।
- भारत सरकार को लगातार विकास की गति का अवलोकन करने की आवश्यकता है, साथ ही चीन पर निर्भर भारतीय उद्योगों को आवश्यक समर्थन एवं सहायता प्रदान करनी चाहिये।
- कोरोना वायरस जैसी बीमारी की पहचान, प्रभाव, प्रसार एवं रोकथाम पर चर्चा अंतर्राष्ट्रीय संस्थानों द्वारा की जानी चाहिये ताकि इस बीमारी पर नियंत्रण पाया जा सके।
Conclusion :
वायरस जनित यह संकट किसी अन्य वित्तीय संकट से बिलकुल अलग है। अन्य वित्तीय संकटों का समाधान समय-परीक्षणित उपायों जैसे- दर में कटौती, बेल-आउट पैकेज आदि से किया जा सकता है, परंतु वायरस जनित संकट का समाधान इन वित्तीय उपायों द्वारा किया जाना संभव नहीं है। ऑटोमोबाइल उद्योग पहले ही आर्थिक मंदी के कारण संकट में है और अब माल और सेवाओं की आपूर्ति बाधित होने के कारण उत्पादन में कमी आ रही है। चीन से आपूर्ति में रुकावट के कारण वैश्विक वित्तीय बाजार में उतार-चढ़ाव हो रहा है। यद्यपि दुनिया की अर्थव्यवस्था पर कोरोनोवायरस के सटीक प्रभाव को निर्धारित करना मुश्किल है, फिर भी यह स्पष्ट है कि यह प्रभाव लंबे समय तक रहेगा।
अर्थव्यवस्था पर कोरोना वायरस का प्रभाव

कोरोना वायरस एक प्रकार का वायरस है जो मानव और अन्य स्तनधारियों के श्वसन पथ को प्रभावित करता है। ये सामान्य सर्दी, निमोनिया और अन्य श्वसन लक्षणों से जुड़े हैं। कोरोना वायरस दुनिया भर में बीमारी बन गया है और दुनिया के सभी देश इसका सामना कर रहे हैं। जिसके कारण दुनिया की आबादी अपने घर के अंदर रहने को मजबूर है। कोरोना वायरस के प्रकोप के कारण देश में 53% तक व्यवसाय प्रभावित हुए है।
कोरोना वायरस का प्रकोप सबसे पहले 31 दिसंबर, 2019 को चीन के वुहान में पड़ा। विश्व स्वास्थ्य संगठन इसको रोकने के उपायों के बारे में देशों को सलाह देने के लिए वैश्विक विशेषज्ञों, सरकारों और अन्य स्वास्थ्य संगठनों के साथ मिलकर काम कर रहा है। व्यापार के मामले में, चीन दुनिया का सबसे बड़ा निर्यातक और दूसरा सबसे बड़ा आयातक है। चीन विश्व के कुल निर्यात का 13% और आयात का 11% हिस्सेदार है।
इसका असर भारतीय उद्योग पर पड़ेगा। भारत का कुल इलेक्ट्रॉनिक आयात चीन से करीब 45% है। दुनिया भर में भारत से खरीदी जाने वाली लगभग एक तिहाई मशीनरी चीन से आती है और लगभग 90% मोबाइल फोन चीन से आते हैं। इसलिए, हम कह सकते हैं कि कोरोनावायरस के मौजूदा प्रकोप के कारण, चीन पर आयात निर्भरता का भारतीय उद्योग पर महत्वपूर्ण प्रभाव पड़ेगा। देश भर में बड़ी संख्या में किसानों को भी अनिश्चितता का सामना करना पड़ रहा है।
- इस वायरस से हवाई यात्रा, शेयर बाज़ार, वैश्विक आपूर्ति शृंखलाओं सहित लगभग सभी क्षेत्र प्रभावित हो रहे हैं।
- यह वायरस अमेरिकी अर्थव्यवस्था को बुरी तरह प्रभावित कर सकता है, जबकि इसके कारण चीनी अर्थव्यवस्था पहले से ही मुश्किल स्थिति में है।
- इन दो अर्थव्यवस्थाओं, जिन्हें वैश्विक आर्थिक इंजन के रूप में जाना जाता है, संपूर्ण वैश्विक अर्थव्यवस्था में सुस्ती तथा आगे जाकर मंदी का कारण बन सकता है।
- निवेशकों के बाज़ारों से बाहर निकलने के कारण शेयर बाज़ार सूचकांक में लगातार गिरावट आई है। लोग बड़ी राशि को अपेक्षाकृत सुरक्षित क्षेत्र यथा- ‘सरकारी बाॅण्ड’ में लगा रहे हैं जिससे कीमतों में तेज़ी तथा उत्पादकता में कमी देखी गई है।
- अमेरिकी बाज़ार में वर्ष 2008 के वैश्विक वित्तीय संकट के बाद सबसे खराब अनुभव हाल ही में कोरोना वायरस के कारण महसूस किया गया, ध्यातव्य है कि अमेरिकी बाज़ार में 12% से अधिक की गिरावट आई है।
- यहाँ ध्यान देने योग्य तथ्य यह है कि जो निवेशक ऐसे संकट के समय सामान्यत: स्वर्ण में निवेश करते हैं, इस संकट के समय उन्होंने इसका भी बहिष्कार कर दिया जिससे सोने की कीमतों में गिरावट देखी गई, तथा लोगों ने सरकारी गारंटी युक्त ‘ट्रेज़री बिल’ (Treasury Bills) में अधिक निवेश करना उचित समझा।
- Apple, Nvidia, Adidas जैसी कंपनियाँ इससे अधिक प्रभावित हो सकती हैं क्योंकि ये चीन के आपूर्तिकर्त्ताओं पर निर्भर हैं, इन्हें भविष्य में बाधाओं का सामना करना पड़ सकता है।
भारत की अर्थव्यवस्था पर नकारात्मक प्रभाव
- भारत जब अर्थव्यवस्था को पुन: पटरी पर लाने की कोशिश कर रहा है, ऐसे समय में इस वायरस का केवल सतही प्रभाव नहीं पड़ेगा तथा ऐसे कठिन समय में समस्या का समाधान मात्र ‘एयर लिफ्टिंग’ से संभव नहीं है।
- यह समस्या न केवल आपूर्ति शृंखला को प्रभावित करेगी, अपितु यह भारत के फार्मास्यूटिकल, इलेक्ट्रॉनिक, ऑटोमोबाइल जैसे उद्योगों को गंभीर रूप से प्रभावित करेगी।
- निर्यात, जिसे अर्थव्यवस्था के विकास का इंजन माना जाता है, इसमें वैश्विक मंदी की स्थिति में और गिरावट देखी जा सकती है, साथ ही निवेश में भी गिरावट आ सकती है।
- भारतीय कंपनियाँ चीन आधारित ‘वैश्विक आपूर्ति शृंखला’ में शामिल प्रमुख भागीदार नहीं हैं, अत: भारतीय कंपनियाँ इससे अधिक प्रभावित नहीं होंगी।
- दूसरा, कच्चे तेल की कीमतों में गिरावट आ रही है, जो कि वृहद् अर्थव्यवस्था और उच्च मुद्रास्फीति के चलते अच्छी खबर है।
- भारत सरकार को लगातार विकास की गति का अवलोकन करने की आवश्यकता है, साथ ही चीन पर निर्भर भारतीय उद्योगों को आवश्यक समर्थन एवं सहायता प्रदान करनी चाहिये।
- कोरोना वायरस जैसी बीमारी की पहचान, प्रभाव, प्रसार एवं रोकथाम पर चर्चा अंतर्राष्ट्रीय संस्थानों द्वारा की जानी चाहिये ताकि इस बीमारी पर नियंत्रण पाया जा सके।
- वायरस जनित यह संकट किसी अन्य वित्तीय संकट से बिलकुल अलग है। अन्य वित्तीय संकटों का समाधान समय-परीक्षणित उपायों जैसे- दर में कटौती, बेल-आउट पैकेज (विशेष वित्तीय प्रोत्साहन) आदि से किया जा सकता है, परंतु वायरस जनित संकट का समाधान इन वित्तीय उपायों द्वारा किया जाना संभव नहीं है।
Conclusion :
ऑटोमोबाइल उद्योग पहले ही आर्थिक मंदी के कारण संकट में है और अब माल और सेवाओं की आपूर्ति बाधित होने के कारण उत्पादन में कमी आ रही है। होटल और एयरलाइंस जैसे विभिन्न व्यवसाय अपने कर्मचारियों का वेतन काट रहे हैं और छंटनी भी कर रहे हैं। भारत में काम करने वाली प्रमुख कंपनियों ने अस्थायी रूप से काम को निलंबित कर दिया है।
चीन से आपूर्ति में रुकावट के कारण वैश्विक वित्तीय बाजार में उतार-चढ़ाव हो रहा है। यद्यपि दुनिया की अर्थव्यवस्था पर कोरोनोवायरस के सटीक प्रभाव को निर्धारित करना मुश्किल है, फिर भी यह स्पष्ट है कि यह प्रभाव लंबे समय तक रहेगा। विश्व बैंक और क्रेडिट रेटिंग एजेंसियों ने 2021 के लिए भारत की वृद्धि को कम कर दिया है, हालांकि, वित्तीय वर्ष 2021-22 में भारत के लिए जीडीपी विकास दर का आकलन अंतर्राष्ट्रीय मुद्रा कोष ने 1.9% बताया है जो जी -20 देशों में सबसे अधिक है।

Introduction :
कोरोनावायरस (COVID-19) महामारी एक वैश्विक समस्या बन चुकी है और इस बीमारी का मुकाबला करने के लिए भारत सरकार ने 24 मार्च, 2020 को देश में लॉकडाउन लागू किया। सरकार ने कोरोनोवायरस महामारी के खिलाफ लड़ाई में सफलता का दावा किया है, जिसमें कहा गया है कि यदि राष्ट्रव्यापी तालाबंदी नहीं की गई होती तो यहाँ COVID-19 मामलों की संख्या अधिक होती। COVID-19 महामारी के दौरान लॉकडाउन में हमारे खानपान से लेकर हमारी कार्यशैली बदल चुकी है जिसके कारण शारीरिक गतिविधियो में कमी आयी है जिसके कारण मोटापा, मधुमेह और हृदय रोगों के जोखिम को बढ़ा दिया है।
कोरोना वायरस की वजह से कारोबार ठप्प पड़ गए हैं, कई देशों में अंतरराष्ट्रीय यात्राएं रद्द कर दी गई हैं, होटल-रेस्त्रां तो बंद कर दिए गए हैं, कई कंपनियां ख़ासतौर पर, आईटी सेक्टर की कंपनियों ने लोगों को वर्क फ्रॉम होम यानी घर से काम करने की सुविधा दे रही हैं। दुनिया भर के क्षेत्रों में इस महामारी का प्रभाव दिखाई दे रहा है, लेकिन भारत में कमज़ोर वर्गों, महिलाओं और बच्चों पर इसका प्रभाव सबसे अधिक हुआ है। लॉकडाउन के परिणामस्वरूप, समाज के कमजोर वर्ग के बीच कुपोषण की संभावना बढ़ गयी है।
भारतीय खाद्य निगम (FCI) ने हाल ही में COVID-19 के खिलाफ अपनी लड़ाई में सरकार की पहल के रूप में प्रधानमंत्री गरीब कल्याण अन्ना योजना (PMGKAY) के तहत 12.96 लाख मीट्रिक टन अनाज आवंटित किया। प्रवासी श्रमिकों का मुद्दा इस महामारी का सबसे प्रमुख मुद्दा रहा, जहाँ लाखों लोग बेरोजगार हो गए और बिना पैसे, भोजन और आश्रय के अपने अपने घरो तक पैदल जाने को मजबूर हुए हलाकि सरकार ने बाद में उनके वापस लौटने की व्यवस्था भी कराई।
शिक्षा के क्षेत्र में –
- अप्रैल माह के अंत में जब विश्व के अधिकांश देशों में लॉकडाउन लागू किया गया तो विद्यालयों को पूरी तरह से बंद कर दिया गया था, जिसके कारण विश्व के लगभग 90 प्रतिशत छात्रों की शिक्षा बाधित हुई थी और विश्व के लगभग 1.5 बिलियन से अधिक स्कूली छात्र प्रभावित हुए थे।
- कोरोना वायरस के कारण शिक्षा में आई इस बाधा का सबसे अधिक प्रभाव गरीब छात्रों पर देखने को मिला है और अधिकांश छात्र ऑनलाइन शिक्षा के माध्यमों का उपयोग नहीं कर सकते हैं, इसके कारण कई छात्रों विशेषतः छात्राओं के वापस स्कूल न जाने की संभावना बढ़ गई है।
- नवंबर 2020 तक 30 देशों के 572 मिलियन छात्र इस महामारी के कारण प्रभावित हुए हैं, जो कि दुनिया भर में नामांकित छात्रों का 33% है।
लैंगिक हिंसा में वृद्धि –
- लॉकडाउन और स्कूल बंद होने से बच्चों के विरुद्ध लैंगिक हिंसा की स्थिति भी काफी खराब हुई है। कई देशों ने घरेलू हिंसा और लैंगिक हिंसा के मामलों में वृद्धि दर्ज की गई है।
- जहाँ एक ओर बच्चों के विरुद्ध अपराध के मामलों में वृद्धि हो रही है, वहीं दूसरी ओर अधिकांश देशों में बच्चों एवं महिलाओं के विरुद्ध होने वाली हिंसा की रोकथाम से संबंधित सेवाएँ भी बाधित हुई हैं।
आर्थिक प्रभाव –
- वैश्विक स्तर महामारी के कारण वर्ष 2020 में बहुआयामी गरीब में रहने वाले बच्चों की संख्या में 15% तक बढ़ोतरी हुई है और इसमें अतिरिक्त 150 मिलियन बच्चे शामिल हो गए हैं।
- बहुआयामी गरीबी के निर्धारण में लोगों द्वारा दैनिक जीवन में अनुभव किये जाने वाले सभी अभावों/कमी जैसे- खराब स्वास्थ्य, शिक्षा की कमी, निम्न जीवन स्तर, कार्य की खराब गुणवत्ता, हिंसा का खतरा आदि को समाहित किया जाता है।
- महामारी का दूसरा सामाजिक प्रभाव ‘नस्लभेदी प्रभाव’ का उत्पन्न होना है। जैसा कि हमें मालूम है इस बीमारी की शुरुआत चीन से हुई है इसलिए चीनी नागरिकों को आगामी कुछ वर्षो तक इस महामारी के चलते जाना-पहचाना जा सकता है।
- भारत में तो नॉर्थ ईस्ट के भारतीयों पर पहले से ही चीनी, नेपाली, चिंकी-पिंकी, मोमोज़ जैसी नस्लभेदी टिप्पणियां होती रही हैं। अब इस क्रम में कोरोना का नाम भी जुड़ना तय है, जिसे एक सामाजिक समस्या के रूप में देखा जाना चाहिए।
इस सम्बन्ध में उपाय –
- सभी देशों की सरकारों को डिजिटल डिवाइड को कम करके यह सुनिश्चित करने का प्रयास करना चाहिये कि सभी बच्चों को सीखने के समान अवसर प्राप्त हों और किसी भी छात्र के सीखने की क्षमता प्रभावित न हो।
- सभी की पोषण और स्वास्थ्य सेवाओं तक पहुँच सुनिश्चित की जानी चाहिये और जिन देशों में टीकाकरण अभियान प्रभावित हुए हैं उन्हें फिर से शुरू किया जाना चाहिये।
- बच्चों और युवाओं के मानसिक स्वास्थ्य पर ध्यान दिया जाना चाहिये और बच्चों के साथ दुर्व्यवहार और लैंगिक हिंसा जैसे मुद्दों को संबोधित किया जाना चाहिये।
- सुरक्षित पेयजल और स्वच्छता आदि तक बच्चों की पहुँच को बढ़ाने का प्रयास किया जाए और पर्यावरणीय अवमूल्यन तथा जलवायु परिवर्तन जैसे मुद्दों को संबोधित किया जाए।
- बाल गरीबी की दर में कमी करने का प्रयास किया जाए और बच्चों की स्थिति में समावेशी सुधार सुनिश्चित किया जाए।
सरकार को समस्याओं के समाधान को खोजने का प्रयास करना चाहिए ताकि ऐसी समस्याएँ दोबारा पैदा न हो। इस वायरस से लड़ने के लिए सभी व्यक्तियों, सरकारों और स्वास्थ्य संगठनों को एकसाथ मिलकर योजना बनाकर सामूहिक प्रयास करने की आवश्यकता है।
पर्यावरण पर कोरोना वायरस का सकारात्मक प्रभाव

कोरोना वायरस दुनिया भर में महामारी बन चुका है और सभी देश इसका सामना कर रहे हैं। जिसके कारण सभी देशो के लोग अपने घरो के अंदर रहने को मजबूर है। कोरोना वायरस के कारण देश में व्यावसायिक गतिविधियां भी प्रभावित हुईं। जैसा कि हम सभी जानते हैं कि कोरोनोवायरस ने दुनिया भर में बहुत सारे लोगों का जीवन ले चूका है। कोरोनोवायरस के प्रसार को रोकने के लिए, विभिन्न देशों की सरकारें इसके प्रसार को नियंत्रित करने के लिए कई कदम उठा रही हैं।
जहां तक हमारे पर्यावरण का सवाल है, इसपर कई सकारात्मक प्रभाव देखने को मिल रहे है। अब धुएँ का उत्सर्जन कम हो गया है जिसके परिणामस्वरूप आसमान स्वच्छ हो गया है। यही नहीं, सड़को पर वाहनों का उपयोग भी कम हुआ है, जिसके कारण CO2 गैसों का उत्सर्जन भी काम हुआ है। और अन्य गैसे, जैसे नाइट्रोजन डाइऑक्साइड का उत्सर्जन भी पर्यावरण में सीमित हो पाया है।
यह इंगित करता है कि हवा अधिक शुद्ध हो गई है और हम शुद्ध हवा में सांस ले सकते हैं। कोरोनावायरस से निपटने के लिए, कंपनियों ने श्रमिकों को घर से काम करने के लिए कहा है। इससे सड़क पर वाहन कम हो गए हैं। इसके अलावा, प्लास्टिक की खपत भी कम हो गई है क्योंकि अब लोग डिस्पोजेबल ग्लास का प्रयोग चाय या कॉफी के लिए नहीं कर रहे है।
पर्यावरण को फायदा –
- भारत में कई राज्यों से उन नदियों के अचानक साफ हो जाने की ख़बरें आ रही हैं जिनके प्रदूषण को दूर करने के असफल प्रयास दशकों से चल रहे हैं. दिल्ली की जीवनदायिनी यमुना नदी के बारे में भी ऐसी ही ख़बरें आ रही हैं. पिछले दिनों सोशल मीडिया पर कई तस्वीरें आईं जिन्हें डालने वालों ने दावा किया कि दिल्ली में जिस यमुना का पानी काला और झाग भरा हुआ करता था, उसी यमुना में आज कल साफ पानी बह रहा है.
- झील नगरी नैनीताल समेत भीमताल, नौकुचियाताल, सातताल सभी में झीलों का पानी न केवल पारदर्शी और निर्मल दिखाई दे रहा है, बल्कि इन झीलों की खूबसूरती भी बढ़ गई है. पिछले कई साल से झील के जलस्तर में जो गिरावट दिखती थी, वह भी इस बार नहीं दिख रही. पर्यावरणीय तौर पर इस कारण हवा भी इतनी शुद्ध है कि शहरों से पहाड़ों की चोटियां साफ दिख रही हैं.
- उत्तराखंड स्पेस एप्लिकेशन सेंटर के निदेशक के अनुसार हिमालय की धवल चोटियां साफ दिखने लगी हैं. लॉकडाउन के कारण वायुमंडल में बड़े पैमाने पर बदलाव देखने को मिला है. इससे पहले कभी उत्तर भारत के ऊपरी क्षेत्र में वायु प्रदूषण का इतना कम स्तर देखने को नहीं मिला.
- लॉकडाउन के बाद 27 मार्च से कुछ इलाकों में रूक-रूक के बारिश हो रही है. इससे हवा में मौजूद एयरोसॉल नीचे आ गए. यह लिक्विड और सॉलिड से बने ऐसे सूक्ष्म कण हैं, जिनके कारण फेफड़ों और हार्ट को नुकसान होता है. एयरोसॉल की वजह से ही विजिबिलिटी घटती है.
- जिन शहरों की एयर क्वालिटी इंडेक्स यानी AQI ख़तरे के निशान से ऊपर होते थे. वहां आसमान गहरा नीला दिखने लगा है. न तो सड़कों पर वाहन चल रहे हैं और न ही आसमां में हवाई जहाज. बिजली उत्पादन और औद्योगिक इकाइयों जैसे अन्य क्षेत्रों में भी बड़ी गिरावट आई है.
- इससे वातावरण में डस्ट पार्टिकल न के बराबर हैं और कार्बन मोनोऑक्साइड का उत्सर्जन भी सामान्य से बहुत अधिक नीचे आ गया है. इस तरह की हवा मनुष्यों के लिए बेहद लाभदायक है. अगर देखा जाये तो झारखंड के भी शहरों में इस लॉकडाउन का प्रभाव दिखा रहा है.
- झारखण्ड की राजधानी रांची के कुछ जगहों में मोर देखे जाने की भी सूचना है. रूक रूक के बारिश भी हो रही है. लोग एयर कंडीशनर और कूलर का भी इस्तेमाल नहीं के बराबर कर रहे हैं जो की इस गर्मी के मौसम में एक आश्चर्य घटना है. ध्वनि प्रदूषण भी अभूतपूर्व ढंग से कम हो गया है. तापमान ज्य़ादा होने पे भी उतनी गर्मी नहीं लग रही है जितनी पिछले साल थी.
- बता दें कि कई महीनों से झारखंड में वाहन प्रदूषण के खिलाफ़ जांच अभियान चलाया जा रहा था. जगह-जगह दोपहिये एवं चार पहिये वाहन, मिनी बस और टेंपो समेत विभिन्न कॉमर्शियल वाहनों के प्रदूषण स्तर को चेक किया जा रहा था और निर्धारित मात्रा से अधिक प्रदूषण फैलाने वाले वाहनों पर कार्रवाई की जा रही थी.
- इसके बाद भी न तो वाहनों द्वारा छोड़े जा रहे प्रदूषणकारी गैसों की मात्रा कम हो रही थी और न ही वायु प्रदूषण में कमी आ रही थी. लेकिन, कोरोना के भय से सड़क पर चलने वाले वाहनों की संख्य़ा में आयी भारी गिरावट आने के कारण पिछले दो महीनों से से इसमें काफी सुधार दिखता है.
- वाहनों की आवाजाही न होने से सड़कों से अब धूल के गुबार नहीं उठ रहे हैं. झारखंड का एयर क्वालिटी इंडेक्स वायु प्रदूषण के कम हो जाने से 50-40 के बीच आ गया है जो पिछले साल 150 से 250 तक रहता था.
- ये हवा मनुष्य के स्वस्थ लिए फायदेमंद है. वायु और धूल प्रदूषण के काफी कम हो जाने से आसमन में रात को सारे तारे दिखा रहे हैं जो पहले नहीं दीखते थे.
- ध्वनि प्रदूषण तो इतना कम है की आपकी आवाज दूर तक सुनाई दे रही है. चिड़ियों का चहचहाना सुबह से ही शुरू हो जा रहा है.कुछ लोगों ने तो यहाँ तक कहा की रात दो बजे भी चिड़ियों की आवाज़ सुनाई दे रही है ख़ासकर कोयल और बुलबुल की. कुछ ऐसी भी चिड़ियाँ नज़र आ रही हैं जो पहले कम दिखती थीं.
Conclusion :
इस प्रतिस्पर्धात्मक युग में, जहाँ हम सभी व्यस्त जीवन जी रहे है, हमें हमारी गतिविधियों के कारण पर्यावरण पर पड़ने वाले प्रभावों के बारे में भी सोचना चाहिए हालाँकि, अब लॉकडाउन के कारण हम घर पर रहने को मजबूर हैं, हमारे पास अपनी गतिविधियों के बारे में सोचने और सुधार करने के लिए पर्याप्त समय मिल चूका है। इस तथ्य से कोई इनकार नहीं कर सकता कि कोरोनोवायरस का मानव जाति पर विनाशकारी प्रभाव पड़ा है। हालांकि, इसने पर्यावरण पर निश्चित रूप से सकारात्मक प्रभाव डाले है।
